South Wales Local Resilience Forum
Welcome to the South Wales Local Resilience Forum Website. The South Wales Local Resilience Forum (LRF) currently chaired by the Chief Executive Officer of the City and County of Swansea was established in 2004 as a requirement of the Civil Contingencies Act 2004. The group had been operating since 1994 as the South Wales Emergency Services Liaison Committee (SILVER & GOLD Groups). The original groups were established in recognition of the need for integrated emergency management procedures. These Groups provided a forum for the co-ordination of a multi-agency response to planning for, and dealing with, major emergencies in South Wales. With the implementation of the Civil Contingencies Act 2004 changes were made to the original structure and its working sub-groups. This enabled a fairly smooth transformation to the structure we now recognise within the LRF Groups we operate today.
